Employing Authorities
The NHS Trusts of North Tees & Hartlepool, James
Cooke University Hospital, Tees and North Yorkshire
and Darlington, hold the contracts for the junior
hospital staff. They are the legal employers of GP
Registrars whilst in hospital posts and are
responsible for their salaries and terms and
conditions of service. In effect however, they are
prepared to allow the Scheme's Organisers to arrange
the selection of GP Registrars for the Scheme and
the allocation of posts.
The Primary Care Trusts are responsible for the
provision of general medical services in their areas
and family practitioners enter into contract with
them to provide such services. While in practice GP
Registrars are employed by the trainer general
practitioner to whom they are attached.
Accommodation
Most GP Registrars have preferred to buy a house in
the area. This has usually been close to the
practice to which they are attached for their first
six months. On taking up training with the Tees
Valley Scheme, a GP Registrar who wishes to find
suitable permanent living accommodation for the
duration of their training, should endeavour to
ensure that this is within reasonable travelling
distance of their training practice. They should
also ensure that they are able to travel to
specialty posts, particularly for those who do not
have a driving license.
We advise all GP Registrars to contact the Finance
Officer of the relevant Primary Care Trust for
advice on removal expenses, house purchase, etc
before making a decision on house purchase.
Hospital authorities will sometimes make some
accommodation available for GP Registrars.
Removal Expenses
GP Registrars are entitled to reimbursement of up to
100% of their removal expenses if they come from
British National Health Service posts and satisfy
the criteria laid down in the 'Statement of Fees and
Allowances Payable to General Medical Practitioners
in England and Wales' (the Red Book), paragraph
38.7. They are treated in the same way as hospital
doctors under paragraph 297 of the 'Terms and
Conditions of Service of Hospital Medical Staff
(England and Wales)'.
Removal expenses may only be claimed once
during the attachment to a training practice.
Mileage Allowance and Daily Travelling Expenses
GP Registrars working in training practices are
entitled to mileage allowance, this varies by engine
capacity, number of days you necessarily use the car
for work and mileage.

main place of work is made you should be aware that
aspects of this will incur tax liability.

travelling expenses, while working in hospital
should be made to the appropriate Trust office.

Sickness Absence
Training for general practice is governed by
statute. One regulation relates to certification
when doctors are undertaking their GP registrar
year. If they are on sick leave for a period
greater than two weeks, their certification must
mirror this fact. For example their VTR Certificate
might state that they had only completed five months
of training rather than a standard six month post,
if they had had one month sick leave.
A GP Registrar in general practice, who has more
than two weeks sickness absence in total per
year of training, must make up lost time, by
extending their post by the period of time lost,
less the two weeks allowed. Any excess sickness
absence must be noted on the VTR Certificate signed
by the Trainer.
